Description of problem:
libreport shows an error dialog when keyring is not available. In anaconda keyring is never available so it doesn't make sense nag users with this dialog (which they would probably report as a bug)

Proposed (tested) patch

This patch removes the warning dialog about unavailable keyring and adds a red warning text to event config dialog as it used to be in abrt-1.x
