SELinux is preventing /usr/sbin/sendmail.sendmail from 'getattr' accesses on the directory /etc/mail.

If you want to allow httpd to send mail
Then you must setup SELinux to allow this
Do
setsebool -P httpd_can_sendmail=1

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -i mypol.pp

If you want to allow httpd to send mail
Then you must setup SELinux to allow this
Do

setsebool -P httpd_can_sendmail=1
