Which password did you use? It wasn't set with adminpw and o-c-password changes only root's password, so admin should've been left locked.

Patch
Patch modifies the ovirt-config-password script to add an option for configuring the admin user. The script will remain out of the default path. Testing: configure admin password using the script configure root password with script configure both passwords with script Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
