v7 1.3 and previous versions installed an old copy of python's decimal module for the cpuscaling test, this was done for RHEL4 support, as there was no decimal module in python 2.3. In RHEL 5/6 it appears this copy takes precedence over the version from python 2.6. So this copy should not be installed by v7 on both RHEL 5 and 6, as python provides it. In v7 1.4, the decimal module has been removed from v7 source code.
