How reproducible:


Steps to Reproduce:
1. Create a change set 'mychangeset', add content, review it
2. Click "Promote" to Development env (or whatever env is next)
3. Get success notification "Promoted 'mychangeset' to Development environment"
4. Navigate to a different tab

Actual results:
The same success notification shows up after every page load

Expected results:
The notification should only appear once.

Promote success notification should only appear once.  Fixes larger issue with synchronous notifications not being marked as viewed upon first viewing.

getting rid of 6.0.0 version since that doesn't exist
