Description
Can not status/start/stop/restart the libvirt-guests daemon.

Test build:
Red Hat Enterprise Virtualization Hypervisor release 6.2 (0.11.el6)

Test Step:
1. install rhevh successful.
2. 
[root@amd-2431-32-1 ~]# chkconfig |grep libvirt-guests
libvirt-guests         0:off        1:off        2:off        3:off        4:off        5:off        6:off
[root@amd-2431-32-1 ~]# /etc/init.d/libvirt-guests status
/etc/init.d/libvirt-guests: line 37: /usr/bin/gettext.sh: No such file or directory
[root@amd-2431-32-1 ~]# rpm -qf /etc/sysconfig/libvirt-guests
libvirt-client-0.9.4-0rc1.2.el6.x86_64

Actual result:
/etc/init.d/libvirt-guests: line 37: /usr/bin/gettext.sh: No such file or directory

Expected result:
no error.

libvirt-guests is not used on RHEV-H, we should blacklist the initscript completely

Verified this bug on rhevh 6.2-0.14 build. 
It has dropped libvirt-guest.
