Description of problem:

The current policy guide describes MRG Realtime certification as being a completely separate certification effort from RHEL.  Bug #729093, changes the MRG Realtime criteria to match the RHEL model design including option(s) testing criteria.  This enables parallel testing covering both RHEL and MRG in a single certification or in series utilizing the supplemental certification.  Passing results in either case yeilds 2 certification posts in the catalog, one for RHEL and one for MRG Realtime.

The policy guide should be updated to integrate MRG Realtime as optional testing for a regular RHEL cert instead of a fully separate effort.

This is a place holder bug to record the policy change.  Additional review with
the MRG Realtime team has already occurred determining the specifics of what
changes are required to ensure is reasonable/possible.
