Specify a --proxy for a kicstart repo and it is used to get the repodata, but it is not used to retrieve the packages.

User error. Ends up it was using the mirror's repo. To force the install to use a specific repo instead of the included mirrors use 'url --url=URL --proxy=PROXY' in the kickstart.
