Steps:
1. Log in as Writer or IA (both tested)
2. Click on Internal Tools under Common Names column
3. Click on Download XML button

Note: 
Also tested other combos of content criteria, such as Application Sevrer and Administration. Same outcome. 

Outcome:
XML is not downloaded. Goes to the Error screen.
