Description of problem:

Currently, we have a mechanism to dump and load the current state of the Wallaby store (the "configuration database") to a file.  In order to support database migrations, we need to be able to export and import versioned configuration data and snapshots (the "snapshot database") as well.  This requires both API and tool support.

MRG-G is in maintenance only and only customer escalations will be addressed from this point forward. This issue can be re-opened if a customer escalation associated with this issue occurs.
