Description of problem:

It would be helpful, and also a reference for documentation, to have a wallaby shell command which could list the chain of feature dependencies + a description of that feature. 

e.g. wallaby explain <feature>

We'll also need to store feature-description metadata in the db and make it accessible via the API.

MRG-Grid is in maintenance and only customer escalations will be considered. This issue can be reopened if a customer escalation associated with it occurs.
