Description of problem:
I found this one while tracking down the source of #740016: PackageKit-yum does a repo.metadata_expire = 0 in refresh_cache; always, unconditionally, even without "force". The "force" parameter is ignored entirely. This looks wrong to me.

PackageKit-yum-0.6.17-1.fc15

How reproducible:
Always.

Steps to Reproduce:
1. Just notice the excessive refreshing, or look at the code.
  
Actual results:
It effectively always "forces" the refresh.

Expected results:
The "force" parameter is honored.
