The pki-silent template files do not contain "systemd" logic which is required for Fedora 16. They always attempt to perform SYS V services such as "service pki-cad restart pki-ca". This is true for all subsystems mentioned in the following files: * pki/base/silent/templates/pki_silent.template * pki/base/silent/templates/subca_silent.template
