Description of problem:
When disable plan or update/remove case, target person couldn't receive the email notification.

Version-Release number of selected component (if applicable):
3.6.0-1 on englab

How reproducible:


Steps to Reproduce:
1. Enter into one plan editing page.
2. Check all about email notification option.
3. Disable plan or update/remove case.
  
Actual results:
No one couldn't receive the email notification.

Expected results:
Target persion should receive email notification.

This bug was fixed, please confirm in the tcms 3.6.3.

Verify version:
3.6.3 on englab --> FAILED

Verify steps:
1. Enter into one plan editing page.
2. Check all about email notification option.
3. Disable plan or update/remove case.

Actual results:
No one can receive email notification.

Could you please fix this bug asap, it make QE's test case review session can
not be processed.

This bug was fixed,please re-confirm in the tcms 3.6.3.

No one can receive email notification.

I suggest re-design this feature. 
Because notification in edit plan page and edit case page are duplicate. 

In this release, If user select notification to target people in edit case page, target people can receive mail now.

in tcms 4.0 release, the email policy will be re-designed.
