The I18nProvider ctor prints out a message: "Getting i18n engine for locale "
every time it is constructed (that's a GOOD thing, please leave the
log statement in).

The problem is that in roughly a 12 hour period I18nProvider was
constructed 351992 times, with the Candlepin server receiving only
23721 requests.

Attachment causes no translations to occur. Because the locale is set the first time it is created i.e. en_US.
