Description of problem:
Under a non-vlan network environment, but configure network with a random VLAN ID, network is up but failed to get IP address.  Then reconfigure the network on the same nic without VLAN ID, network is also up but without IP address, the VLAN ID is not removed, still can see the device ethx.x.

How reproducible:
Always.

Steps to reproduce:
1.  configure network with an incorrect VLAN ID.
2.  check network status is down
3.  re-configure the network without VLAN ID.

Actual results:
After reconfigure network without VLAN ID, no ip address obtained and the VLAN ID isn't removed.

Expected results:
After reconfigure network without VLAN ID,the network device can get ip address correctly and the device ethx.x should be removed.

verified on 6.2-20111006, reconfigure network removed vlan id and ethx.x successfully.
