Description of problem:
<rallton> I have a stupid question. In a previous meeting we were told that we can now delete returned system from beaker but only via the CLI. I couldn't find that section in the docs. Can someone point me to that doc that explains how to do this?
 Basically we have some systems that have been returned to the vendors. So we want to clean up beaker to remove them as opposed to juts marking them removed
 we also have some duplicates
<bpeck> rallton: I think the problem is the developers implemented that as a command line that only runs on the server.  I'll open a bz about that

as far as acl's go I would say admin or owner of system to be deleted.

moving this to 0.8.2, trying to keep 0.8.1 to only stability fixes.
