Description of problem:
When having two USB keyboards attached and suppose that Scroll Lock LED indicates the keyboard layout change the indicator lid only on keyboard where a made the keyboard change.

kernel-2.6.32-203.el6

How reproducible:
100%

Steps to Reproduce:
1. Have two keyboards attached, have gnome-session stared, have at least two keyboard layouts. I Keyboard preferences check Keys(s) to change layout->Both Shift keys together and Use keyboard LED to show alternative layout->Scroll Lock 
2. Try to switch layout on one of attached keyboards using keys to change layout (both Shifts together in my case)
3. Watch LED indicators (Scroll Lock in my case) on both kayboards
  
Actual results:
Only one indicator lid. The one where I pressed the keys to change layout.

Expected results:
Both Scroll Locks should lid. Num Lock works this way.

Same behaviour when pressing Caps Lock.

When changing the layout by keyboard widget all works as expected.

Since RHEL 6.2 External Beta has begun, and this bug remains
unresolved, it has been rejected as it is not proposed as
exception or blocker.
