Description of problem:
Currently, s-c-date fails to e.g. stop chronyd.service upon disabling the use of NTP in system-config-date (it disables it, though). It needs to consistently enable/disable, start/stop both chronyd or ntpd (depending on what is available and in use) if the use of NTP is configured, or not.

How reproducible:
Reproducible

Steps to Reproduce:
1. On a system with only the chrony package, start s-c-date, enable NTP, "OK"
2. Verify that it is enabled and running, "systemctl status chronyd.service"
3. Start s-c-date, disable NTP, "OK"
4. Verify that it is disabled and stopped
5. Repeat for only ntp installed, both ntp and chronyd installed 
  
Actual results:
4. -> chronyd is disabled, but still running

Expected results:
4. chronyd is disabled and not running

* should fix your issue,
* was pushed to the Fedora 16 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing system-config-date-1.9.66-1.fc16'
as soon as you are able to.
