Description of problem:
Currently if the scheduler issues a power command and it fails there is no way to abort the recipe.  Instead we have to wait for the watchdog to time out and that aborts the recipe.

This adds a significant delay in reporting.  

If we had a callback that could be executed with an argument that includes the status of the call we could abort the recipe then.
