Description of problem:
VIM has issues with redrawing based on feedback from the terminal after the RPM with patch level 315 was installed. Everything was fine on 7.3.289. I manually recompiled the SRPM with different patches applied until I figured out that patch number 295 is the cause of everything.

How reproducible:
Every time.

Steps to Reproduce:

1. Start vim (e.g., vim -u /dev/null for a blank config) in a resizable terminal such as xterm

2. Resize the terminal

3. VIM should respond to resize events and redraw - if patch number 295 is applied, it does not.

Note that it works when even when all the other patches (1-315), EXCEPT 295 is applied, so there is no doubt about it, 295 is the cause.

Upgraded to Fedora 16 - the bug is still there.

Note that this can also be fixed without reverting patch 295 -- patch 337 corrects it:

This message is a reminder that Fedora 16 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 16. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '16'.

plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version prior to Fedora 16's end of life.

Fedora 16 changed to end-of-life (EOL) status on 2013-02-12. Fedora 16 is 
no longer maintained, which means that it will not receive any further 
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of 
Fedora please feel free to reopen this bug against that version.
