Description of problem:
On upgrade from f16 to rawhide ssh server was stopped and clients disconnected.

Version-Release number of selected component (if applicable):
openssh-5.9p1-7.fc17.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Upgrade from openssh[*]-5.8p2-12.fc16.1.x86_64 to openssh[*]-5.9p1-7.fc17.x86_64

Actual results:
ssh server is stopped and clients disconnected

Expected results:
ssh server keeps running, no clients get disconnected

Additional info:
This makes a remote upgrade a problem, also the disconnection causes break in the upgrade transaction.

I had to login locally and start the ssh server by hand.

I dont' know what happened there but I can't reliably reproduce it, thus closing.
