Description of problem:
    Disk gets a new name if removed and scan when mounted 

Version-Release number of selected component (if applicable):
     3.1.0-rc2+

How reproducible:
     In the lab
  
Steps to Reproduce:
1. mount /dev/sdd /btrfs
2. echo 1 > /sys/block/sdd/device/delete
3. echo 0 0 0 > /sys/class/scsi_host/host3/scan

notice that disk appears with a new dev path.

cat /proc/partition 
  
Actual results:


Expected results:
 It should take the same dev name
