Description of problem:
After doing some changes to /etc/init/serial.conf I wanted to restart 'serial' job to activate the changes without rebooting the whole system, but I'm getting an error message and the changes don't seem to apply.

Note that the problem is not caused by my changes to /etc/init/serial.conf, the same happens also with the default configuration.

upstart-0.6.5-10.el6.x86_64

Steps to Reproduce:
1. initctl restart serial
2. echo $?
  
Actual results:
initctl: Unknown parameter: DEV
1

Expected results:
job restarted
0

serial job needs two arguments DEV=ttySX and SPEED=... so use:

# initctl restart serial DEV=ttyS0 SPEED=9600
