Description of problem:

Currently we have a "Report Problem with System" link.  

Requesting we change this to "Actions", and have the following under actions:

"Report Problem"
"Request Loan"

Both would email the owner of the system but the Subject of the email would be filled in with the appropriate request.

For the meantime this will be implemented as per Bill's comment, however in the future something like this _might_ be worth while investigating
