Description of problem:
Cisco VPN configured, connect to VPN account, come back off VPN and try to utilize any network configuration and it fails, WiFi, Wired, VPN ... you cannot restart the network services, it hangs, see  730675 ticket which has been sitting around collecting dust.

Fedora 15 post kernel 2.6.38.8-35
Continues in all kernel updates since up to and including most recent 2.6.40.6-0


How reproducible:
EVERY TIME

Steps to Reproduce:
1. Install any kernel post 2.6.38.8-35
2. Connect to Cisco VPN account
3. Disconnect from VPN account, attempt to utilize exisiting network connection to internet, wired/wifi etc ... and does not connect
