Description of problem:
When using compiz gnome-panel will always override window which where started before gnome-panel, see attached screenshot.

How reproducible:
100%

Steps to Reproduce:
1. Have stored gnome-session with gnome-terminal window opened
2. Have compiz enabled
3. logout and login again
  
Actual results:
gnome-terminal is overlaid by gnome-panel

Expected results:
gnome-terminal shouldn't be overlaid by gnome-panel
