Description of problem:
In non-3D desktop when using dualhead the window of newly executed application will always follow the cursor. See Steps to reproduce for example.

100%

Steps to Reproduce:
1. Have a dualhead configured.
2. Have a key shotcut (Alt+t for gnome-terminal for me).
3. Move mouse cursor to second monitor.
4. Hit Alt+t  
  
Actual results:
gnome-terminal window appears on first monitor

Expected results:
gnome-terminal should appear on monitor where the cursor is
