Why would static linking be needed? Fedora discourages from that.

Fedora policies have nothing to do with our in-house development requirements. I expect this to be true of almost all RHEL users.

If you're asking why I may need to statically linked an application that has nothing to do with Fedora, well, one common reason is to not require my users to install additional library rpms (which they e.g. may not have permission to do).

I'm not sure why you reopened a three year old bug report for an unrelated issue, but the package has not been present in Fedora since F22 was released 18 months ago.

I do not know why;  suspect there is simply no willing maintainer.

Given I maintained libvmime before: I needed libvmime for Zarafa, which I
dropped for multiple reasons - and nobody else was obviously interested in
getting the new maintainer for libvmime after I orphaned it (thus it got
retired somewhen).
