Description of problem:
The current welcome message on the BZ home page is listed at the bottom of the page and the following paragraph to customers is buried even farther down

At my screen resolution, I rarely even see the welcome message unless I scroll down ... and who's going to naturally do that??

The problem is that we continue to have customers use bugzilla as a support tool.  We need to be doing anything we can (including the small things) to steer them in the right direction towards the support portal.  Otherwise, customers walk away feeling ignored and may walk away as customers completely.  

The proposed solution here is to move that customer paragraph up to the top of the page and use larger font.  We need to make it clearly visible!  It may even make better sense to move the entire welcome message up top, so long as it's still easy to notice the message to customers.
