When running on a KVM guest with memory balloooning, the /distribution/inventory task reports the current amount of memory allocated, not the maximum balloon amount permitted (which would be more useful for our purposes).

For example, when a guest has an initial allocation of 1GB and a maximum of 2GB, the memory amount is reported as 983 MB (1GB minus various reservations).

It seems lshw is able to figure out the true maximum balloon amount:
