Description of problem:

According to the kernel document:

 http://www.mjmwired.net/kernel/Documentation/scheduler/sched-rt-group.txt

"cpu.rt_period_us/rt_runtime_us" parameters of cgroup is relevant only to realtime scheduling processes.

However, RHEL6 documentation:

 http://docs.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6/html-single/Resource_Management_Guide/index.html#sec-cpu

describes as if it can be applied to normal processes. I suspect this is incorrect.
