Description of problem:

Cups service is not started at boot.

initscripts.x86_64               9.33-1.fc16
systemd.x86_64                   37-2.fc16 

How reproducible:

Just boot and click printers in system settings

Cups is not running

Expected results:

Cups is running, at least when printers dialog is chosen in system settings

Which ISO image did you install from?  What does this command say?:

su -c 'yum history info 1' | grep 'Install.* cups-1'
