I tried updating the package. libpeas has been added as a BR. It still doesn't build. Here's the error from the koji scratch build:

Note that 23.2 is a development release.  22.1 is the latest stable release.

But for 23.2, I'm guessing you are using the very latest valac development release?  I had the same problem and here's the upstream patch to fix it:
