Additional info:
Nothing is in the logs, and 'systemctl status setroubleshootd.service' returns:
setroubleshootd.service
          Loaded: error (Reason: No such file or directory)
          Active: inactive (dead)

setroubleshoot is a dbus service not a systemctl service.  It is activated via dbus when messages come in from the user or from audit.
