Steps to Reproduce:
1. In firefox, go to Edit -> Preferences -> Content, under Fonts and Colors, click Advanced
2. set minimum font size to 14

Actual results:
text in 'meter' boxes overflows on the top and it is hard to read, there are few unused pixel lines under the text

Expected results:
text is properly aligned vertically and doesn't overflow with minimum font sizes up to 16.

Minimum font size also breaks internal layout of dialog "windows", see this and previous attachments.

Power User Portal doesn't have this issue.
