Description of problem:
When creating a activation key 

Version-Release number of selected component (if applicable):
katello.git (headpin branch)

Steps to Reproduce:
1. Login as admin to headpin
2. Navigate to Systems -> Activation Keys
3. Create a new key...
   Name: Some name
   Description:  Describe
   Environment: Verity or select environment
   [Save]
  
Actual results:
Named Key is generated, embedded in key are environment and credentials.  


Expected results:
Creating a key under a specific org and environment, named key should include the organization information as well to eliminate the need to pass org at the subscription-manager command line.

Additional info:
This may not be a bug, perhaps even by design and if so should be documented.

All keys, regardless of org, are not exposed to the client therefore org must be passed to ensure the key can be "found".
