Description of problem:
Usually, when a user is in a tab, and hovers over another tab, the proper submenu appears for the hovered tab. However, when hovering over Dashboard (which presumably does/will not have subtabs), the second-level menu items from the current tab still appear.

Steps to Reproduce:
1.  Navigate to Content Management. Note the appropriate subtabs
2.  Hover over, but do not click, other tabs such as Systems, Organizations, etc. Note the appropriate subtabs being displayed.
3.  Hover over Dashboard tab
  
Actual results:
The subtabs for the tab the user is in (in this case, Content Management) continue to render when user is hovering over Dashboard.

Expected results:
These should be cleared for Dashboard, as per the behavior of other tabs.

This doesn't have a submenu.  I think the behavior is correct here.  What would you rather it did? Hide the submenu of the active tab? The way the submenu hovering is designed, if you hover over it, it keeps the parent tab active.  If we display a blank subnav, and you hover over it, do you expect that to keep the parent tab active?

getting rid of 6.0.0 version since that doesn't exist
