Description of problem:
When a new user is created and user view is auto-refreshed, new user is added to top of list rather than in its appropriate sort order.

How reproducible:


Steps to Reproduce:
1. Navigate to Administration > Users
2. Create a new user 'zeta'; save.
3. Let User view refresh; observe location of new user name.
  
Actual results:

New user 'zeta' resides at top, i.e., it reads
zeta
admin
anonymous

Expected results:
admin
anonymous
zeta


Additional info:
* Revisiting the user page properly sorts the names.
* Is this a regression? I didn't see any open bugs about this, but I thought we'd seen (and possibly fixed) this before.

lets consider adding some UI messaging around where the new item will show up or possibly a stronger border on the page.
