redhat-rpm-config does specify -m32 for ppc. The real issue here is that yaboot does not use $RPM_OPT_FLAGS at all when building, and there's no way for rpm to enforce that. *** Bug 751433 has been marked as a duplicate of this bug. *** Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
