Description of problem:
21 Sep 2011 Ukraine Rada canceled DST. This was inlcuded in current tzdata 2011k in Fedora 15.

But suddenly.. they change their ming in 18 Oct 2011:

So DST is now active again. Fedora uses old tzdata, so my clock dont correctly show time.

How reproducible:
System clock doesnt turn to -1 hour at 30 Oct 2011.

Steps to Reproduce:
1. Set timezone to Ukraine/Kiev
2. Update time by ntpdate
3. Find your clocks do  not match actual Ukraine time
  
Actual results:
 clocks do  not match actual Ukraine time

Expected results:
clocks do match actual Ukraine time

2011l-3 with this change has been added to updates on Oct 19.  Unfortunately, it never got enough karma to leave testing.  2011n has been available similarly as of about an hour ago.
