1. try to delete the admin user
2. it fails because of validation error
3. katello tries to rollback and it also fails with [1]
4. all other requests to add or delete users fails from now on with [2]

[1] Failed to perform rollback on delete pulp user: admin - Pulp::User: 401 Unauthorized "Permission Denied" (POST /pulp/api/users/): "Permission Denied"

We might be hitting an Pulp issue. Let's try this first:

1. wipe pulp db
2. post DELETE /pulp/api/users/non_existing_user/
3. run (clean) katello and try to create an user

If it fails the same theres a bug in Pulp.

This bug is old, needs verification. Maybe the bug was already resolved.

getting rid of 6.0.0 version since that doesn't exist
