Description of problem:

libvpx fails to build from source in ARM F15. Fixed in F16+ only. This prevents libvpx from being built for F15 in the arm secondary arch.

Please backport changes from F16 enabling libvpx to be rebuilt in F15.

libvpx-0.9.7.1-1.fc15 fails to build

libvpx-0.9.7.1-3.fc17 builds fine in F15 armv7hl

The changes are committed to git, there is no need to push them as an update for f15/f16 for primary arches because it will not change anything for them. ARM is free to build a newer package from the git tree.
