How reproducible:

every time

Steps to Reproduce:
1. choose pool
2. new deployment
3. fill out deployment details
4. when on the confirm launch to pool get this message:

"Are you sure you wish to deploy "f15test4" to the dev Pool? Doing so will utilize 10 of your overall deployment quota."

Expected results:

expected it to only use 1 of my overall deployment quota.

quota set to 10.. launch one instance..

I get:
Are you sure you wish to deploy "safafg" to the Default Pool? Doing so will utilize 10% of your overall deployment quota.

when two instances.. launched..
Are you sure you wish to deploy "adfgasdg" to the Default Pool? Doing so will utilize 20% of your overall deployment quota.
