Description of problem:
It seems that the new RedHat 8.0 authenication function (which grants access to
normal users to do administrative tasks) activates even when running gnome as root.

How reproducible:
Always

Steps to Reproduce:
1.Login as root.
2.Run a program like redhat-config-xfree86
3.Notice that the authenication keys have appeared on the pannel.
	

Actual Results: Program runs that is not needed.

Expected Results:  For authenication no to be needed for the root user.

(Note that logging in to the full GUI as root is not recommended.)

The icon is no more appearing when logged as root. Fixed in CVS.
