Start date and End Date

Description of problem:
Monitoring tab is allowed to set 'End Date' is before to 'Start Date', leads an exception on 'Monitoring-->Table' page.

How reproducible:

Steps to Reproduce:
1.Login in to GUI
2.Navigate to 'Inventory-->(ANY_RESOURCE)-->Monitoring-->Tables
3.Select 'Advanced' option in 'Time Range'
4.Set 'End Date' is before to 'Start Date'
5.Throws exception on server and client side.

Actual results:
accepting if 'End Date' is before to 'Start Date' and breaks table functionality

Expected results:
should not accept if 'End Date' is before to 'Start Date'

That has been replaced in current versions with new date pickers - closing
