Description of problem:
Permission Error:  When trying to create a user in an  Organization


Version-Release number of selected component (if applicable):
Satellite 5.4.1

How reproducible:
100%


Steps to Reproduce:
1.Create a new organization 
2.Leave all "System Entitlement Counts" equals to zero (See Attachment 1 [details])
3.Sign Out an Sign In with the admin user for the new organization.
4.Try to create a new user in the new oraganization
Users -> Create user
  
Actual results:
Getting an error with not clue where really the problem is.

Permission Error.

You do not have the appropriate permission set to access the requested page. You may have reached this error page in one of several ways:

   1. Your login session has expired. For security reasons, RHN Satellite terminates your login session after 60 minutes of inactivity. To sign in again, click here.
   2. You've found an error in our site. Please contact your Support representative with details of how you received this message.

In order to create a user you need at least one Management (Base) Entitlement.

Expected results:
Some message that informs the user where the problem is.

Additional info, that is missing in the #Description:
- Permission Error is caused by an acl that checks for the sw_mgr_enterprise entitlement (Software Manager Enterprise)
- if there're sw_mgr_enterprise entitlements set for the new org, nwe user can be created without any issues
