Description of problem:
Right now there is no job control in the emergency shell which makes it difficult to work in for debugging/support

Resolved in http://gerrit.ovirt.org/#/c/12029/

Dracut has defaulted to ctty since October, and job control works in the dracut shell.  The way we were invoking bash for the rescue shell was preventing job control.  Replaced with a call to openvt.
