looks like ukrainian parliament likes a lot to move a country from one timezone to other one at least 2 times per year.

so we have outdated timezone definitions (and I have incorrect time in my fedora) at tzdata-2011k-0.1.20110921.fc15.noarch 

zone info becomes actual again since tzdata2011m, so I think that we need a fresh version of tzdata.

Thanks for report.  The fixed packages are already in the testing repository.
