Description of problem:
on the preferences for sliding panels, you can only position them to the right
or left.  a centered option would be quite handy, particularly for CDE style panels.

The positions in the properties dialog for the
sliding panel are just the side to offset from, you can drag the panel 
wherever you want, including the center. I think the dialog is just leaking some
implementation details it shouldn't. 

In any case, moving to http://bugzilla.gnome.org/show_bug.cgi?id=95136
(we don't typically make UI changes like this on the Red Hat level). Should add
comments to the gnome.org bug for the panel developers to see.
